Համաներումը, որը սովորաբար ներկայացվում է որպես կառավարության կողմից բացառիկ մարդասիրական քայլ, գերազանցապես կիրառվում է այն երկրներում, որտեղ դատավորները պարբերաբար ենթարկվում են ճնշումների, իսկ օրենքը կիրառվում է ընտրողաբար: 2018-ի հոկտեմբերին հայտարարվեց Հայաստանի երրորդ Հանրապետության ամենախոշոր համաներման մասին, որը շատերի կողմից ընկալվեց որպես հաշվարկված քաղաքական որոշում:
