*At the United Nations 2005 World Summit, member states endorsed the Responsibility to Protect (R2P). It was a global political committment addressing four key concerns: to prevent genocide, war crimes, ethnic cleansing and crimes against humanity. R2P provides a framework to apply measures that already exist in international law and to prevent atrocity crimes and protect the lives of civilians. The authority of applying R2P rests solely with the United Nations Security Council.
