Dr. Fernando Casal Bertoa, Associate Professor at the School of Politics and International Relations at the University of Nottingham, an expert in political party regulations and Hamazasp Danielyan, Member of Parliament, who is coordinating the Electoral Reform Working Group in parliament speak to EVN Report about political party financing, Electoral Code reform and more.

What we talked about: 

 

- The importance of public funding for political parties; public funding has demonstrated to be essential in developing a healthy party system. A healthy party system means a consolidated democracy.

- Public subsidies for political parties also help to institutionalize strong political organizations and professionalize party ranks and also help to break the dominance of one ruling party.

- Since 2002, political parties in Armenia that receive more than 3 percent of the vote during elections are eligible to receive public funding. Almost 80 percent of the funding went to ruling parties.

The current law on political parties, has several good regulations but also loopholes that the government aims to tackle through the new Electoral Code reform process. There are also major issues with the implementation.​​​​​​​
